LTO back to Paper Driver's License

Philippines - The Land Transportation Office (LTO) announced that there is a big possibility that all applicant 's for new and renewal of driver's license will be given a temporary valid driver's license or paper license due to a temporary halt of all deliveries of the plastic driver's license.

According to the report, the cause of the delivery to be stop is due to an issued preliminary injunction by the Quezon City Regional Trial Court, halting the delivery of plastic driver's license after a questionable deal between the supplier Banner Card and the Land Transportation Office (LTO).


If you recall, All Card, the company that also bid for the supply of the plastic cards filed a petition in August questioning the legality of the winning bidder Banner Card as the legit supplier of plastic card to the Land Transportation Office (LTO). Fortunately for the All Card Company, The Quezon City Regional Trial Court found merit on their petition to temporarily hold the delivery of plastic cards.

Due to this turning events that we all thought that the problem for plastic driver's License card is finally resolved just a few weeks ago and now we are back to paper temporary driver's license again? And who knows how long it will take until All Card, Banner Card and LTO resolve their problems?

For now, LTO possibly release a new schedules for the renewals and new applicants of driver's license and prioritize backlogs especially for those who already renewed their licenses from April 2023 - October 5, 2023, where LTO has already released the schedule on how and when to return to their respective LTO District Office where they renew their licenses and claim their plastic driver's license.
